The review was commissioned by Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) and carried out by  Sthlm Policy Group AB between December 2023 and March 2024.

In December 2021, RWI entered into an agreement with the European Commission (EC) on a cooperation program entitled “Support to the Zimbabwe Human Rights Commission” (the Action) for a period of 36 months. The overall objective of the Action was "the increased enjoyment of constitutional rights in Zimbabwe". The specific objective of the Action was "the strengthened capacity of Zimbabwe Human Rights Commission (ZHRC) to carry out its mandate to promote and protect human rights in Zimbabwe, particularly through its contributions towards promoting access to national documentation, a human rights-based electoral process and good governance in the conduct of state affairs."

There were two strategic priority areas of the EC supported RWI-ZHRC cooperation. The first priority was to support ZHRC in strengthening its visibility and trust among key stakeholders in Zimbabwe. The second priority was to support ZHRC to carry out its mandate and function in the implementation of specific activities in relation to identified targeted areas.

The successful implementation of these two strategic priorities aimed to, overall, contribute towards the following key outcomes:

  1. Increased access to national documentation among communities experiencing challenges, through the implementation by relevant stakeholders of ZHRC National Inquiry recommendations;
  2. Government agencies increasingly comply with human rights obligations related to the electoral process, including through improved redress mechanisms for electoral-related human rights and administrative justice violations; and
  3. Strengthened Public Protector function of the Zimbabwe Human Rights Commission.

The review comprises:

  • Assessing the overall relevance of the Action and its added value;
  • Assessing results achievement, at output, intermediate outcome and outcome levels, from January 2022 to December 2023;
  • Establishing the Action’s most important achievements and also indicate key non-performance issues;
  • Assessing to what extent the Action has managed to integrate gender equality aspects and how successful the Action has been in promoting gender equality;
  • Assessing the use of available resources to achieve expected results, including in relation to program management and cooperation arrangements;
  • Assessing the compatibility of the Action with similar programs supporting ZHRC; and
  • Providing concise and precise recommendations for furthering results achievement in areas within the scope of the Action.
