In the Government of Sweden’s letter of instruction to Sida for 2023 Sida was tasked to report on: “what measures Sida has taken in order to strengthen Sida’s support to democracy movements, also including measures taken to support democracy and human rights defenders plus information on if the conditions for free elections have been strengthen".

Sthlm Policy Group  carried out an analytical review of Sida's support to human rights defenders and democracy movements between 2012 and 2022, including four broad sector codes:

• democratic participation and civil society
  
• human rights
  
• women’s rights organisations and movements and government institutions
  
• media and free flow of information
