This mid-term evaluation mapped and analysed what the participants and partners had learned about inclusion/equity, participation, transparency and accountability from participating in ICLD supported programmes. Then, a second part aimed to understand how gained knowledge had been institutionalised within the organisations. Field studies were carried out to seven municipalities and counties in Kenya and South Africa where interviews and focus group discussions were held with politicians and civil servants who had participated in municipal partnerships with Swedish municipalities, international training programmes or research projects.
