This evaluation was commissioned by Civil Rights Defenders (CRD) and carried out by Sthlm Policy Group AB between November 2022 and April 2023.

The objective of the evaluation was to assess the extent to which CRD’s efforts on both sides of the Colombia-Venezuela border region contributed to enhanced cross-border cooperation and security among Human Rights Defenders (HRDs) and human rights organisations. Additionally, it examined whether the project influenced policy and decision-making processes. The conclusions and recommendations draw upon interviews, focus group discussions, field observations in Arauca and Cúcuta, and engagement with key stakeholders in Colombia and Venezuela.
