The capitalisation exercise was commissioned by the Swiss Agency for Development and Cooperation (SDC).
The capitalization exercise of the Blue Peace Central Asia (BPCA) focuses on the period between 2014 and 2020. The exercise aimed to provide SDC and BPCA’s management with strategic guidance on future modus operandi of the initiative. The recommendations are based on an analysis of BPCA-Initiative’s three pillars: (i) political/diplomatic; (ii) technical/operational; and (iii) educational/youth; and how they have been implemented, perceived, and influenced the Central Asia region.
The analysis reflects the evolution of the BPCA-Initiative since 2014 and how it has evolved over time in terms of its objectives, expected results, partners and the regional dynamics in Central Asia.
The exercise aimed to answer: what kind of products and networks had the best (lasting) influence on the transboundary water cooperation and on the efficiency of water use? What tracks (products and networks) should be pursued? What was the appropriate balance between the political and the development drivers of the BPCA initiative? In which form should the BPCA initiative continue beyond 2022 considering the Central Asia context, resource and ambitions?
The exercise was informed through interviews with key stakeholders within SDC who are currently and previously been working with BPCA, development partners and regional partners in Central Asia (all five countries, Kazakstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan), as well as a through careful review of documentation. Due to Covid-19 interviews were conducted online.
