Sthlm Policy Group was commissioned by the Norwegian People's Aid (NPA), to review key processes and internal control, including budget, accounting, reporting and supporting procedures used in the organisation. The overall purpose was to assess weather Norwegian People's Aid has internal control mechanisms and necessary and relevant human resources to manage the programme portfolio in accordance with adequate daily financial management operations. NPA's theory of change and collaboration with partners was of key interest.
SPG worked together with system auditor and KPMG-consultant Larry Ribbeklint. The assignment was undertaken between July and October 2014 during which time the team made several visits to the NPA Head Office in Oslo and one visit each to the External Offices in Cambodia and Zimbabwe as well as the combined Regional Office in South Africa.

The analyses and recommendations were presented in several work-shops to the NPA with the purpose of establishing ownership and providing input to NPA's internal reform process. The final report was submitted by NPA to the Norwegian Ministry for Foreign Affairs/Norad in February 2015.
